A suppressed, seasonally weak Fu Shen indicates the matter is extremely difficult to achieve.

4.7 Jin Shen & Tui Shen — Advancing and Retreating Spirits (进神与退神)

When a changing line transforms forward in the branch sequence (e.g., 寅→卯, 巳→午), it is an 进神 (Advancing Spirit) indicating growth and progress. Backward transformation (e.g., 卯→寅, 午→巳) is a 退神 (Retreating Spirit) indicating decline.
